ACI Tension Members Embedment Length of Straight Bars

By ACI 12.2.5, you can reduce the development length needed by
(As_req'd/As_provided) for FLEXURAL members. Does anyone know why you can't
do this for direct tension members? The way I read it, you have to use the
full embedment (to achieve fy) to anchor straight bars and no reduction in
embedment length is permitted when less force is required to be resisted.
