Underground vault flotation

If you have a site where the water table is not mentioned to be encountered
during the site soils investigation, would you typically go ahead and
design an underground vault to resist flotation assuming the water table
could rise later during the year (or at some point in the future) or would
you design the vault without adding the additional concrete to resist the
buoyancy uplift?

If you would design against flotation, at what level water table would you
assume if the geotech has provided no information on this?
