Will,

My understanding is, that with the '09 IBC/'10 CBC you need to consider 
earthquake forces on retaining walls unless the soils report says they can 
be ignored. I'm not sure about the formulas in your email, I use RetainPro 
which addresses the seismic forces in the program.
