Well that is certainly refreshing.

But back to J-bolts: In Section 7.3 of ASCE 118 - Substation Structure Design
Guide:  Figure 7-3 - Types of anchors - Hook Bolt (Not Recommended)

Section Hook bolts. Smooth-bar hook bolts are not recommended because of less predictable behavior in tension tests.

Also bad form to tack weld nuts to stop rotation.  You can use ANCO nuts.

I reread mine and wanted to clarify.

I'm not "attacking" you or anyone in particular. It's a more general pet
peeve of mine.

We tend to be lazy. We write up some general notes or specs at some point - maybe with thought, maybe just cribbed from someone else - and then we reuse them for the rest of our careers without revisiting any of the assumptions.
