	Bill,
		I agree. The stress on the bolt and the nut in service could well be 
tiny. However, the crack could already be there due to the rapid heating 
and cooling of the tack, so any stress could make it propagate. HTH, Jim

Except I'm not sure the stress level at this location ever approaches the
