I do next to zero wood design, so I can't speak to that, but in the ASD 
load combinations, there's a 0.6 factor on wind loads, to "unfactor" them. 
The code is now treating wind in the same way it treats seismic -- 
generating the loads at the factored level, rather than the service level.
