This, of course, begs the question, "What got the engineers on site?" It
sure wasn't an owner/management discretionary request because it is obvious
that they have never been concerned in the past .

Are the tank contents volatile?

Is the truck in the background receiving, delivering or evacuating product?

What's the thing laying horizontal across the top of the picture?

Are the white hardhats closing, renovating or demolishing?

You can't just leave us hanging!
