when design retaining walls for seismic forces soil bearing can be 
increased by 1/3 what about friction and passive forces can be increase 
also by 1/3? is the soil engineer has to keep the factor of safety the same 
 for static loading and seismic loading? I know the factor of safety could 
be 1.2 for sliding for seismic loading thanks for replaying
