CIP Piles

Good afternoon,

Seeking an advice from somebody have experience with the design of CIP piles 
 (drilled piers) per ACI318-11 Chapter 21.

I am having problems satisfying the transverse reinforcement requirement Eq. 
 10-5 as referenced in 21.6.4.4.  This forces the transverse circular hoops 
 within the high ductility zone into #6@4" - which looks like too much.

ACI 543-12 seems to confirm this requirement for piles and indicates that 
it is new - apparently, it was much more relaxed even in ACI318-08.
